Penny was born on July 7, 1946 in Thailand. Before moving to  the states, Penny worked as a housekeeper and a babysitter. She met the love of her life, Koichi "Pineapple" Otsuka while he was on tour in Bangkok, Thailand for the army. They married in Thailand before moving to the United States. They married a second time and made Lawton their home in the 70's where they raised their two sons, Keith and Daniel. Penny was a homemaker and would take joy and pride in her garden and plants. Her gardens were always colorful and full of life. She also loved traveling and would try as much as possible to visit Thailand. After her husband's passing, she spent more time with her grandkids and church. Penny was an active member of Sullivan Village Church of Christ. She loved feeding her friends and would show up dressed to the nines with a huge bowl of fried rice for any occasion. You would never leave hungry or without a to-go bowl. Her smile, laughter, and personality will be missed by many.

Penny is survived by her son and daughter in law, Daniel and Cara Otsuka, of Tulsa, OK; grandkids, Krystopher Otsuka, of Montana, Christine Plumley, of Lawton, OK, Nikolas Otsuka Holman, of Lawton, OK, Emma Potter of Edmond, OK, Mariah Otsuka, of Edmond, OK, Kaitlyn Otsuka, of Tulsa, OK, Benjamin Otsuka, of Edmond, OK, Maddox Hamilton, of Tulsa, OK and Remington Hamilton, of Tulsa, OK; her great grandkids, Jason Plumley, of Lawton, OK, and Ronan Nichols, of Edmond, OK.
